I have the honour to confirm my cypher tele.

of the 28th instant summarising information conveyed to the

Colonial Secretary by the Consul-General for Japan, regarding

the despatch of the Japanese Gunboat "Saga" to Canton, and to

transmit the enclosed copy of a note which Ur. Severn took of

his conversation with Mr. Takahashi,

With reference to the 2nd para raph of that note

I enclose copy of a letter from His Britannic Majesty'■ Consul- General at Canton covering copy of the telegram which he sent

to Sham Isen-huen (Cantonese transliteration of Tsen Chun-hsuan).

As far as this Colony is concerned the publication

of this tele ram in the Native Press who copied it from the

Canton Press and in the English Press to whom I caused the tele-

raas to be communicated, had a most reassuring and beneficent

effect,

I have sent copy of this despatch to His Britannic Majesty's Mininter at Peking and to His Britannic lajesty's Consul-General at Canton.
